As part of the International Sustainability Standard Board’s (ISSB) commitment to supporting jurisdictions advance their approaches towards the adoption or other use of ISSB Standards, the IFRS Foundation has today launched one key pillar of its Regulatory Implementation Programme—the Jurisdictional Roadmap Development Tool (Roadmap Tool).

The Roadmap Tool was unveiled at the first IFRS Foundation Implementation Partners Workshop held in London today, bringing together international bodies and financial institutions, multilateral development banks, national development agencies and the accounting networks. Implementation Partners play a key role in supporting and advising jurisdictions in developing their approaches towards the adoption or other use of ISSB Standards into regulatory frameworks.

This interactive tool develops the concepts set out in the Inaugural Jurisdictional Guide for the adoption or other use of ISSB Standards (Inaugural Jurisdictional Guide) into a practical application, to support jurisdictions and implementation partners as they navigate the policy considerations and key steps of planning and designing their roadmap for the adoption or other use of ISSB Standards.

Emmanuel Faber, ISSB Chair, said:

As part of its objective to support effective and efficient capital markets, the ISSB is helping jurisdictions in the development of their adoption roadmaps. The launch of the Roadmap Tool marks a significant milestone and confirms the ISSB’s commitment to developing tools and resources that are useful to jurisdictions. This Roadmap Tool equips regulators to make informed decisions about their approach towards adoption or other use of ISSB Standards.

I trust that the Tool will also be a central resource for implementation partners supporting jurisdictions progress their adoption considerations. I look forward to further collaboration with jurisdictional authorities and implementation partner organisations to support jurisdictions on their journeys, and to see the far-reaching impacts of this tool.

By using the Roadmap Tool, jurisdictions can make informed decisions on four key decision areas:

  1. regulatory process—how to adopt or otherwise use ISSB Standards
  2. reporting entities—who will be subject to the requirements
  3. requirements—what will be the specific content covered in the sustainability-related disclosure requirements?
  4. readiness—addressing when requirements will become effective, setting a suitable timeline and whether there is a case for scaling and phasing in.

Together with the Roadmap Tool, the IFRS Foundation has also made available templates of the jurisdictional approaches described in the Inaugural Jurisdictional Guide. These templates provide jurisdictions and implementation partners with a reference to understand how a jurisdiction's decisions—and the corresponding outcomes—may be understood by stakeholders and described by the IFRS Foundation.
