Wencai Zhang

Biography

Wencai Zhang is currently the Vice President of the Export-Import Bank of China where he oversees several departments including financial management and accounting. Mr Zhang has more than 30 years’ experience in international, economic and financial cooperation, including being involved in the formation of quite a number of international accounting rules and standards, and developed a deep understanding of the international convergence of Chinese accounting standards.

Mr. Zhang previously served as the Vice President of the Agricultural Development Bank of China (ADBC), Director General of the Department of International Economic and Financial Cooperation at the Chinese Ministry of Finance (MOF), Alternate Governor for China at the International Fund for Agricultural Development (IFAD), Director for China at the Asian Infrastructure Investment Bank (AIIB) and the New Development Bank (NDB), Vice President of the Asian Development Bank (ADB), Director General of the Department of External Economic Cooperation at the MOF, Executive Director for China at the ADB, Deputy Director General of the International Department at the MOF, and Advisor to the Executive Director for China at the World Bank.

Mr. Zhang has a PhD in finance from the Chinese Academy of Social Sciences.
